In recent months, Muslim associations, religious schools, Islamic publishing houses, and prominent figures have been targeted by asset freezes. This administrative police measure is, in principle, reserved for individuals "who commit, attempt to commit, facilitate, finance, incite, or participate in acts of terrorism." In practice, the government has significantly broadened the scope of its targets. This is without waiting for the new law that Emmanuel Macron called for on July 7, following a meeting of the National Defense and Security Council.
This council was held a month and a half after the presentation of the report on the influence of the Muslim Brotherhood in France. and the request of the Head of State to the government to formulate "new proposals" within the framework of the strategy of "fighting Islamism and the phenomena of separatism and infiltration" . On this occasion, the President of the Republic announced his intention to authorize, by legislative means, the extension of the freezing of monetary and financial assets to any association suspected of Islamist infiltration .
